You can’t upload a header image directly in the live preview customizer. There are certain tools needed to make the whole process work properly, which means that in order to upload an image you need to actually go to the Header admin page.

Once you’ve uploaded images, you can use the customizer to select the one you want and see a preview of how it looks before putting it live.
