I just put the finishing touches on an Instruction Manual for my themes. I know it still needs a bit of work here and there but hopefully you will be able to let me know where the tweaks are needed.

Right off the bat, problems. I went into my wordpress dashboard, clicked on appearance then themes and there is no upload button showing.
I am so pissed. I found this on wordpress with reference to uploading custom themes: Because of the way WordPress.com’s technical infrastructure is designed, we are not able to support uploading of custom WordPress themes on our service.
Okay, I think I am over my last feeling. Tell me if I have this right. In order to use the premium template I purchased, I now have to use an independent hosting company (blue host), download wordpress onto my computer, then upload to the hosting company account, mine, and then activate it, then upload my premium template from here and activate that?
That is correct. WordPress.com does not allow just any theme. Currently, my themes are only usable on self-hosted installations of WordPress, as it is stipulated on each theme's page on my site.
[This theme] is built around the latest version of WordPress and requires PHP5. It will not work on a WordPress.com hosted site and is only compatible with a self-hosted installation of WordPress.
